José Alfredo Rizek

Founder and Managing Partner
Founder and managing partner of Rizek Abogados. Obtained his Juris Doctorate Cum Laude from Pontificia Universidad Católica Madre y Maestra in 1994, with graduate studies in Economic Regulation of Public Services in Warrington College of Business Administration, University of Florida, Gainesville, FL.

He is a registered mediator and arbitrator of the Conflict Resolution Centre of the Santo Domingo Chamber of Commerce and the Interamerican Commercial Arbitration Commission (CIAC). Mr. Rizek has held top legal and management positions in major institutions such as the Dominican Association of Industrial Free Trade Zones (CNZFE), the Foundation of Institutionalism and Justice (FINJUS) and the Dominican Institute of Telecommunications (INDOTEL), the telecommunication regulatory agency of the Dominican Republic, as well as in corporations such as Compañía Dominicana de Teléfonos, C. por A. and Centennial Dominicana, S.A.

An international consultant in the field of telecommunications, market regulation and competition, judicial reform and governance, he has been involved in the preparation of legislative reforms for the Dominican justice system and economic law, and is also actively involved in counseling clients on international financing for infrastructure projects, mergers, acquisitions, licensing of telecoms operators at the regional level, transactions in capital markets, joint ventures and capitalization. Fluent in Spanish, English and French (intermediate proficiency).

Jessica Arthur Jiménez

Senior Associate / Head of Practice
A licensed attorney and graduate of the Pontificia Universidad Católica Madre y Maestra (PUCMM) she received her law degree, Magna Cum Laude, in 2010. She further earned two Master’s with Honors from the Universidad de Barcelona, both in the fields of International Trade and Commerce and Alternative Dispute Resolution (ADR). Mrs. Arthur leads our firms’ commercial practice and focuses her professional expertise to the field of legal counsel to both individuals physical and legal entities. She handles cases related to industrial property; business, contractual and labor law; fiscal and taxation policies, as well as general corporate law.

Her practice has included active participation in local corporate negotiation and decision making proceedings, such as the attainment and settlement of a payment agreement and subsequent recovery of amounts on civil engineering works by a major health center in the Dominican Republic. In addition, she acts as legal advisor to entities involved in the construction industry, as well as other corporations established in the Dominican Republic, that seek to establish offshore structures and trust funds.

Mrs. Arthur is fluent in both Spanish and English.

Luís Fernández Budajir

Senior Associate / Head of Practice
Head of the litigation and conflict resolution practice of Rizek Abogados. Obtained his Juris Doctorate from Pontificia Universidad Católica Madre y Maestra (PUCMM) in 2007, an LLM in Criminal Law and Criminal Sciences from University of Barcelona and University Pompeu Fabra in 2011, as well as an LLM in Criminology, Criminal Policies and Security, with honors, from the University of Barcelona in 2012.

Mr. Fernandez has extensive experience in enforcement procedures and complex credit recovery proceedings for financial intermediation entities, the Central Bank and the Monetary Board of the Dominican Republic, participating in the recovery of assets pursued against those involved in the banking fraud of 2003. Moreover, this practice focuses on rendering continuous legal assistance to clients in the areas of civil liability, commercial contracts disputes, real estate litigation, as well as representing corporations in the areas of economic criminal law and special criminal law. Fluent in Spanish, English and German (intermediate proficiency).
María Fernanda Ortega

María Fernanda Ortega

Junior Associate
Graduated from the Universidad Iberoamericana (UNIBE) as a Lawyer "Summa Cum Laude" with a mention in Social Justice and Human Rights. She has completed courses in Municipal Law by the Dominican Constitutional Court and on the International Legal Framework for Freedom of Expression, access to public information and protection of journalists by the United Nations Educational, Scientific and Cultural Organization (UNESCO).

She has based her experience around the practice of Constitutional Law and Constitutional Procedure, working as an administrative assistant in the Secretariat of the Constitutional Court of the Dominican Republic (2017-2020). She currently concentrates her practice on supporting individuals and corporations in corporate matters, drafting contracts and administrative procedures, as well as providing legal assistance in litigation, immigration and real estate matters. She is fluent in Spanish, English and French (intermediate).
